Evans will team up at the DW Stadium with former Swans boss Roberto Martinez who took over the Latics managers role last week.
"He feels he needs a change after a decade with the club," Swans chairman Huw Jenkins told the clubs official website.
"I have thanked him personally for what he has done for us over the years."
