"I need to give someone else a chance to come in and take the penalties," said Swansea City Manager Brendon Rogers.
"Stephen Dobbie was our number two penalty taker and he can take up the baton."
Cotterill has scored once from the spot - against Preston North End - but missed twice against Norwich City and QPR and Shefki Kuqi was off target with the other attempt against Barnet in the Carling Cup.
"[David] was the number one penalty taker," said Rodgers.
"I've spoke with him and reinforced that it's one of those things that happens in football.
"What we have here at the club is a number of penalty takers.
"[Penalty taking] is important. When you have moments like that in games, especially big games, that can be the difference.

"And we want to make sure can go in to those in confident mode, that if we get a penalty that might be our only chance in the game."
Despite Swansea's fragility when it comes to spot kicks Rodgers is more than happy with the opening quarter of the league season which sees his side sitting in sixth place in the Championship and unbeaten in six matches at home.
"It is great coming into any game in this league knowing you can win any game because we have the players, we have got the qualities in every aspect, and mentally we are ready to do that," added Rodgers.
"That's not always the case. You can be with a team and you are happy with a point.
"Even though we don't have the resources of many other teams, I think the qualities and the spirit in this team allow us to go to any ground with a big possibility to win.
"That's a big feeling for a manager knowing you can go and do that.
"We have proved in the early stages of the season - there's only a quarter of the season gone - that we can compete."
Swansea City were due to face a Leicester City team on Saturday managed by Paulo Sousa, who left the Liberty Stadium for the Walker Stadium in the summer.

But with Sousa sacked in early October Rodgers will go head-to-head with new Foxes manager Sven Goran Ericksson, the former England boss.
Rodgers goes into the Leicester game buoyed by his team's performance against leaders QPR despite having to make do with a share of the spoils.
"It is obviously a game where we felt we could have won, but always on reflection [we'll see it] as a real good point against a very good side.
"We had chances in the game to win it but I can only be pleased it was a tough game. Not on of our best performances. I thought the point was a fair result."
